  小罗:您怎么看世界评级体系(Credit Rating System)?您认为它有哪些问题?

  So, essentially, the challenge to the system is whether in fact we have learnt from the mistakes of 7 years ago. And this is an open question. The US court found recently that their advice prior to the crisis in 2007 was not correct. As a result, they launched a fine of 1.4 billion dollars which is imposed. So it’s a matter of subjective opinion whether the credit rating agencies of big three that got it wrong. They did. That's been established by the courts. So therefore the root question is, have the credit rating agencies worked it out? How to reform themselves in order to remove the conflict of interests which exists between, on the one hand, being paid by firms for a credit assessment, on the other hand, providing us assessment? So that’s the No.1 concern.

  I think the No.2 concern is, given that credit assessments have huge effects globally. either to national system of credit rating agency regulation ,but also to international regulation mechanism, so I think it’s an open question to be discussed further and be resolved.

  I think the third one to which is extended to standard course, Moody and Fitch probably quit to assess the risk of projects in developing countries in the world, particularly in the rest of Asia, to some extent in Latin America. We are again to see new waves in investment from countries like China, where frankly the independence of credit rating can be critical. So I see those have been 3 large questions, so I see there's been an opportunity for these for these matters to be addressed in G20 Summit here in China. And next year in China, cheers G20.

  小罗:您觉得构建新的评级系统可以避免金融危机么?

  The key question is the accuracy of the credit analysis. The key question is removing any conflict of interest in the construction of these analyses. The key question is the proper regulation of the credit rating industry. If those questions are got right, then the risk of return of crisis are reduced. There is one further factor as well. Many speakers in the conference remind us that firms also need to undertake their own credit risk assessment rather simply relying upon external assessment of the credit agencies on how their financial institution should be going, how their financial system should be going. In other words, they need to have their own exposure, not simply await the point of finger as credit rating agency say those problems are supposed to be your problems in internal management. And that’s much a corporate culture question that can be addressed in the corporation law and large economy as well.

  So, we should not ask such questions, these questions about whether we need more players in a credit rating agency field. The question is would that be independent ? Are they properly regulated? Do they have an international system of regulations? And do we also need to ensure that firms themselves undertake their own ratings in the future.

  小罗:请您跟我们谈谈中美关系?

  I can give you a quick list of what are different strategic perspectives between the U.S and China, everyone's familiar with that list. What they're less familiar with is the much longer list of bilateral, regional and global challenges where the U.S and China can more effectively comprehensively construct solutions to continuing problems. So if we have a strategic mindset in the future between Beijing and U.S., which focuses on the resolution of common problems, or rather simply the magnification of a long standing differences, then I think we can we can be confluent in the future. In general terms, I’m optimistic, but I hear many many rambling noises both in Washington and Beijing.
